										<content:encoded><![CDATA[<p><span class="td_btn td_btn_md td_default_btn" style="background-color: #f5f5f5; color: #000000;"><span class="dropcap dropcap3">T</span>he Economic Community of West African States has said most of its member states are ready to participate in a standby force that could intervene in Niger following a coup there late last month.</span></p>
<p>Defense chiefs from the 15-member regional bloc met in Accra on Thursday as part of latest efforts to overturn the ouster of Mohammed Bazoum, Niger’s president who was deposed in a July 26 coup.</p>
<p>All member states except those under military rule and Cape Verde are ready to participate in the standby force, ECOWAS commissioner Abdel-Fatau Musah said on Thursday.</p>
<p>The bloc has long deliberated on the use of force which it described as a ‘last resort’ for weeks due to a lack of consensus within its ranks.</p>
<p>Burkina Faso and Mali, which have experienced multiple coups since 2020, warned that any military intervention in Niger would be declared as an act of war, revealing a fracture in the region between its coastal countries and those in the volatile Sahel.</p>
<p>Al Jazeera’s Charles Stratford reporting from the Ghanaian border with Burkina Faso on Thursday had also said Ghanaian authorities were nervous about provoking its neighbors with which it has cultural ties and military cooperation agreements.</p>
<p>The top security body of the African Union met Monday to consider whether it would support military intervention but has yet to make public its decision.</p>
<p>The AU’s Peace and Security Council could overrule a military intervention if it felt that wider stability on the continent was threatened by it. If it rejects the use of force, there are few grounds under which ECOWAS could claim legal justification.</p>

<p>Speaking after meeting the President of Niger, Mohamed Bazoum, he said that the “international community must realize” that terrorism is “<strong>not just a regional or African issue, but one that threatens the whole world</strong>.”</p>
<h3><strong>Peace, stability, prosperity</strong></h3>
<p>He reiterated his call for more resources to tackle the problem saying that “peace, stability and prosperity in Niger and across the Sahel remains an absolute priority for the United Nations.”</p>
<p>President Mohamed Bazoum recognized Mr. Guterres’ commitment to finding a solution to the problem of terrorism, saying that it is “dynamic and has evolved and <strong>we need to adapt our response</strong>.”</p>
<p>Meanwhile, the former President of Niger, <span lang="EN-CA" xml:lang="EN-CA">Mahamadou Issoufou</span><span lang="EN-CA" xml:lang="EN-CA">, agreed to a request from the African Union Chairperson and the UN Secretary-General, to lead a</span>n African Union (AU)-UN Joint Strategic Assessment on security in the Sahel, focusing on developing recommendations on how to strengthen the overall international response to the security crisis in the Sahel.</p>
<p>The assessment will be undertaken in consultation with the Economic Community of West African States (ECOWAS) and the Group of Five (G5) Joint Secretariat.</p>
<h3><strong>Civilians as victims</strong></h3>

<p>The UN says that insecurity in Niger is being driven by a number of different actors and as the UN Chief noted “civilians are often the first victims” when violence strikes. Figures suggest that almost eight out of ten victims of attacks are civilians.</p>
<p>A range of extremist armed groups are operating mostly in the regions of Tillabéri, Tahoua and Diffa in the northwest, south and southeast of the country respectively. In the Maradi region in the south, armed groups operating from Nigeria frequently cross the border to carry out raids; bandits with weapons within Niger are also a significant threat.</p>
<p>In 2021, the Global Terrorism Index attributed 588 deaths in Niger to terrorism, the highest terror-related death toll in the last decade. In the Tillabéri region, deaths more than doubled between 2020 and 2021.</p>
<p>Insecurity is <strong>just one part of what the Secretary-General called “a multidimensional crisis of an extraordinary scale.”</strong> Climate change, increased food insecurity, malnutrition and record-high food prices, fuelled by the war in Ukraine, have all contributed to unprecedented humanitarian needs.</p>

<p>The UN says the number of <strong>acutely food insecure people has more than doubled since 2020</strong> and is estimating that 15 percent of Niger&#8217;s population of 25 million will require humanitarian assistance in 2022.</p>
<p>In a country where 80 percent of the population depends on agriculture for their livelihoods, insecurity and changes to the climate have contributed to their inability to feed themselves.</p>
<p>The 2019 Human Development Index which measures life expectancy, education and income indicators, ranked Niger as the least developed of the 189 countries in the list.</p>
<h3><strong>Hope for the future</strong></h3>
<p>Despite the many challenges Niger faces, the UN Secretary-General told the media in Niamey that there was still “hope” and that the UN must live up to that hope and support young Nigeriens, and especially women, to access opportunities to create a better future.</p>
<p>He said “<strong>a positive momentum in Niger” could lead to a virtuous cycle of changes</strong> across the region.</p>
<p>Mr. Guterres continues to Nigeria on Tuesday.</p>

<p>Operational costs for 2022 are set to <strong>rise by $136 million </strong>in the region alone, the agency said, just as <strong>acute hunger has quadrupled over the past three years</strong>, with 43 million people expected to face acute food insecurity by June.</p>
<p>WFP said this additional cost <strong>could have been used to provide six million school children with a daily nutritious meal for six months,</strong> at a time when millions of families are struggling due to the unprecedented food crisis driven by conflict, climate, the fallout from the COVID-19 pandemic, and now rising prices.</p>
<h3><strong>Millions at risk </strong></h3>
<p><strong>“Soaring food and fuel prices will not only put millions at risk of hunger; they are also forcing WFP into an impossible situation of having to take from the hungry to feed the starving,</strong>” said Chris Nikoi, Regional Director for Western Africa.</p>
<p>Before the war in Ukraine, limited funding was already forcing WFP to cut rations in Nigeria, the Central African Republic, Chad, Burkina Faso, Cameroon, Mali, and Niger.</p>
<p>“With the unfolding conflict in Ukraine, ports and suppliers are no longer accessible with shipments from the wider Black Sea delayed or simply cancelled, affecting WFP’s operations in Western Africa,” he added.</p>
<h3 class="field-item even"><strong>Fears of social unrest </strong></h3>
<p>People in Ghana are already feeling the pinch.  Elizabeth Arhinful has a stall in Agbogbloshie market, one of the busiest trading hubs in the country. The record rise in food prices means <strong>customers are buying less</strong>.</p>
<p>“In August last year, for a gallon of oil, you would pay 105 Ghana cedis (around $13). But this year, less than a year later, it has gone up to 400 cedis (around $52),” she said recently.</p>
<p>Elvira Pruscini, WFP Regional Deputy Director, warned of the potentially dire consequences of the food and nutrition crisis.</p>
<p><strong>“Rising food prices will drive more people into hunger. Rising food prices will actually cause food riots, political instability, social unrest, as we have seen in the past decade,”</strong> she said.</p>
<h3><strong>Scaling up support </strong></h3>
<p>WFP is scaling up response in the face of this new crisis to reach <strong>22 million people</strong> in West Africa.</p>
<p>This includes eight million in dire food needs across five Sahelian countries &#8211; Burkina Faso, Chad, Mali Mauritania, and Niger.  Assistance will run from the agricultural lean season starting in June, through the post-harvest period in October.</p>
<p>To meet needs, <strong>WFP urgently requires an additional $951 million over the next six months</strong>, though Mr. Nikoi stressed the need for longer-term solutions.</p>
<p><strong>“We need to ramp up our lifesaving assistance to limit the impact of the crisis on vulnerable families,&#8221;</strong> he said.</p>
<p><strong>&#8220;But this vital emergency support has to be accompanied by longer-term interventions, by strengthening national systems and the resilience of communities, to reduce humanitarian needs over time and pave the way toward sustainable solutions to hunger and malnutrition.&#8221;</strong></p>
