Nabila Massrali, a spokesperson for EU foreign policy chief Josep Borrell — who coordinated talks between Iran and the P4+1 group of countries in the Austrian capital of Vienna — made the remarks in an interview with IRNA on Tuesday.

“We are studying it and are consulting with the other JCPOA participants and the US on the way ahead,” she said.

Late on Monday, Iran said it has sent EU Foreign Policy Chief Josep Borrell its response on the proposed text of a draft agreement to restore the Iranian nuclear deal and also expressed its opinion on the remaining issues in the talks.

Iranian Foreign Minister Hossein Amir-Abdollahian also said on the same day that if the US shows a realistic and flexible reaction to Iran’s offer, “we would be at the point of agreement,” adding, “The American side has orally agreed to two proposals offered by Iran.”

An adviser to the Iranian negotiating team said the parties to the JCPOA are closer to a final agreement on the deal’s revival than they have ever been.

“I can’t say that there will be a deal, but we’re closer than we’ve been before,” Mohammad Marandi, who is also vice-president for international affairs at the University of Tehran, said in a post on his Twitter account, citing remarks he made in an interview with Aljazeera Arabic.

In its response, he added, Iran “has expressed its concerns, but that the remaining issues are not very difficult to resolve.”

“Those concerns are founded upon past US/EU violations,” Marandi tweeted.

On August 8, the European Union coordinator distributed the final text of the draft agreement on the restoration of the nuclear deal. Borrell said its points should be agreed upon.

In early August, the negotiation process to restore the nuclear deal with Iran resumed in Vienna, when the heads of all the delegations arrived in the Austrian capital.

The Vienna talks resumed on August 4 after several months of impasse, and expert-level negotiations were held between Iran and the P4+1 group of countries.

Iran and the remaining parties to the JCPOA — Russia, China, France, Britain, and Germany — had held several rounds of negotiations in the Austrian capital of Vienna since April last year to restore the agreement, which was abandoned by the former US President Donald Trump in May 2018. While the parties noted progress in multiple rounds of talks, the indecisiveness shown by Washington has prevented any significant breakthrough.

The Austrian capital has been hosting eight rounds of talks aimed at a potential revival of the Joint Comprehensive Plan of Action (JCPOA), a 2015 deal between Iran and others. The United States left the deal in 2018 and returned the sanctions that it had lifted.

The Islamic Republic has defined some of the red lines as the inclusion of its missile program and regional influence in a potential deal. Iran has also demanded that the US provide guarantees that it would not be able to leave the deal again and resume the coercive economic measures.

“We are closer to the point of arriving at a final agreement more than any other time,” Hossein Amir-Abdollahian told Britain’s Liz Truss over the phone on Wednesday, Press TV reported.

“However, what can turn conclusion of a good and stable agreement into a definite prospect is the United States’ realistic behavior and its refusal from tabling new and wrongful demands,” he said.

Truss, for her part, expressed hope that the Austrian city would eventually be able to host the conclusion of such a final agreement.

She also expressed delight over the recent developments in the bilateral ties and demanded expansion of the relations.

Earlier in the day, Iran released two dual British-Iranian nationals jailed for involvement in espionage activities against the Islamic Republic, with the pair leaving the country for the UK.

Speaking in his weekly press conference, US Department of State spokesperson Ned Price answered some questions about the latest update over the sanction removal talks resumed on January 3 between Iran and the P4+1 group in Vienna.

“When it comes to Iran and negotiations in Vienna, you’ve heard us say that there has been significant progress. We remain close to a possible deal”, he said.

“It’s really down to a very small number of outstanding issues. But the reason these particular issues are outstanding is that they are among the most difficult ones. I’m reminded of a former president who had a sign on his desk saying, “Hard things are hard.” These are hard issues, and they’re outstanding for that reason”, he added.

Without referring to US hesitation and delay in reaching an agreement in sanctions removal talks, he also said, “Now is the time for all parties to show seriousness. We continue to believe that we can and should be able to reach a mutual return to compliance with the JCPOA in the coming days.”

“But there is little time that remains because of the advancements that we’ve seen over the course of recent months and over the course of the past couple of years in Tehran’s nuclear program”, Ned Price claimed.

“We’ve urged all parties – and of course, that includes the Russian Federation – to focus on resolving the final remaining issues so that we can achieve our shared objective”, he also claimed.

The eighth round of nuclear talks on the removal of anti-Iranian sanctions kicked off in Austrian capital of Vienna on Monday Dec. 27, 2021 and participants have been completing the drafting text of agreement and deciding on some of the disputed issues.

A source close to the Iranian negotiating team told Iranian media that at least three key issues are remaining in the Vienna talks.

In the telephone conversation with the UN chief on Friday, the Iranian foreign minister pointed to the situation in Yemen and an escalation of attacks on the civilian areas, reiterating Iran’s ongoing approach to supporting a political solution to end the war in Yemen.

Amirabdollahian referred to the UN’s approach on terminating the blockade as well as bringing about a ceasefire and holding political talks in Yemen, urging the secretary-general to play a more active role in the efforts to lift the siege and put an end to the large-scale bombardment of civilian regions.

Iran’s foreign minister also stressed the necessity of paying special attention to the humanitarian crisis in Afghanistan and the situation of the displaced persons, adding, “Over the past months, the Islamic Republic of Iran has hosted about 800,000 newly-displaced people, something that demands serious international cooperation and efforts.”

Amirabdollahian once again stressed the need for the formation of an inclusive government in Afghanistan and voiced Iran’s preparedness to facilitate the dispatch of humanitarian aids by other countries and international bodies.

He further pointed to the talks in Vienna aimed at removing the sanctions against Iran, described the process as positive, and reiterated the Islamic Republic’s serious determination to reach a good agreement in the shortest time possible.

Amirabdollahian reaffirmed the lack of trust in the White House’s rulers and emphasized the need for America and the Western side to adopt practical, tangible and verifiable measures in order to prove the possibility of achieving a lasting and reliable deal.

For his part, Guterres welcomed and praised Iran’s constructive positions in support of achieving peace and ending military attacks in Yemen as well as its attention to humanitarian issues and the start of political negotiations to resolve Yemen’s problems.

The UN secretary-general also stressed the necessity of continued efforts to establish an inclusive government comprised of various groups and ethnicities in Afghanistan and to prepare the ground for all Afghan citizens, particularly women and children, to enjoy human rights and have access to education.

Guterres finally welcomed any progress in the process of nuclear negotiations on the removal of sanctions in Vienna and said the United Nations has constantly supported the achievement of the nuclear deal and international peace with all its resources and capabilities.

Earlier, Cruz had tweeted that “it is a 100% certainty that any future Republican president will tear it (the agreement) up.”

The United States left the deal in 2018 under Republican President Donald Trump.

Formally known as the Joint Comprehensive Plan of Action (JCPOA), the deal had lifted the US’s sanctions against the Islamic Republic in return for some voluntary changes in Tehran’s nuclear energy program.

Trump also returned the coercive economic measures after bringing about Washington’s departure from the JCPOA.

Iran has started the production of highly advanced uranium fuel in the latest step to accelerate nuclear research aimed at improving its radiopharmaceuticals amid soaring tensions with the United States and its European allies over a U.S. refusal to rejoin a 2015 Iran nuclear deal.

In a major announcement on Tuesday, the Iranian Ambassador to the International Atomic Energy Agency Kazem Gharibabadi said Iran will soon produce a highly sophisticated nuclear fuel called uranium silicide fuel.

The ambassador said in a statement that Iran has informed the IAEA of its intention to produce a uranium silicide fuel pellet for the Tehran Research Reactor nine days ago and has immediately made arrangements in that regard.

Silicide fuel is an advanced type of nuclear fuel whose technology is only available to a handful of countries. According to Gharibabadi, Iran has started R&D activities using natural uranium to produce sophisticated fuel over the past three months. “In the new process, one new fuel pellet is to be produced from 20% enriched uranium,” the Iranian diplomat said, adding, “This measure, slated to significantly improve the quality and quantity of producing radiopharmaceuticals, will turn the Islamic Republic of Iran into a pioneering country in terms of nuclear technology.”

The IAEA confirmed the Iranian move, providing technical details about the whole process. “Iran informed the Agency that UO2 (uranium oxide) enriched up to 20% U–235 would be shipped to the R&D laboratory at the Fuel Fabrication Plant in Esfahan, where it would be converted to UF4 (uranium tetrafluoride) and then to uranium metal-enriched to 20% U–235, before using it to manufacture the fuel,” it said in a statement, according to Reuters.

The move drew criticism from the U.S. and its European allies, who expressed concern about the new fuel production. The three European signatories to the 2015 nuclear deal -France, Germany and the UK, collectively known as E3 – said they had “grave concern” about Iran producing enriched uranium metal and even accused Iran of “threatening a successful outcome to the Vienna talks,” which have been underway since April to revive the nuclear deal, officially known as the Joint Comprehensive Plan of Action (JCPOA).

U.S. State Department spokesperson Ned Price reiterated a previous American threat to withdraw from the talks with Iran while voicing concerns over the latest Iranian nuclear move.

The diplomatic tensions came at a delicate moment of the Vienna nuclear talks, which have hit a deadlock due to U.S. intransigence and insistence on maintaining sanctions on Iran. The last round of talks was concluded more than two weeks. At the end of the sixth round, Iran and the other negotiating partners underlined the need for tough decisions to reach a final agreement on the JCPOA.

Following the sixth round, the U.S. and its European partners ratcheted up diplomatic pressures on Iran, urging it to make such decisions while Iran said it was not the party to make these decisions because it had already made a series of difficult decisions to preserve the tattered nuclear deal after the U.S. quit it.

The U.S. and European calls for Iran to make tough decisions were the latest sign that they are not going to pursue constructive policies to have the deal revived in the near future. They rejected a number of Iranian demands such as giving assurances that Washington won’t renege on its commitments again once the deal is revived. Iran also brought up other demands regarding the lifting of sanctions, but most were rejected by the U.S., indicating an American lack of interest in reviving the JCPOA.

However, the U.S. continues to blame Iran for the stumbling of talks and its nuclear measures, ignoring Iran’s sacrifices in keeping the JCPOA alive over the past three years.
Now Washington and its European allies are crying foul at Iran’s production of uranium metal while torpedoing any diplomatic pathways to address this issue.

Iran has made it clear time and again that it has no intention of paying the price of keeping the JCPOA alive and turning a blind eye on European inaction in ensuring its economic interests envisaged in the nuclear deal during the Trump administration.

According to Iran’s top nuclear negotiator, Seyed Abbas Araqchi, if there is one party to make tough decisions on the JCPOA, it’s certainly not Iran. Instead, he said, it’s the U.S. and its European allies.

“The Islamic Republic of Iran has already made tough decisions. When the United States withdrew from the JCPOA and Iran decided to stay in the JCPOA. It was Iran’s big and difficult decision that led to the preservation of the JCPOA so far. Now it is the turn of the opposing parties, and according to the negotiations we had, they must decide and reach a conclusion on the revival of the JCPOA in order to reach an agreement,” Araqchi said in recent remarks to Iran’s state media.

Iranian Foreign Ministry spokesman Saeed Khatibzadeh has reiterated the same call, putting the onus of making tough decisions on the U.S. “The progress made in the Vienna talks is a fact acknowledged by all parties to the talks, although there are still important issues that largely need to be decided by the other parties, especially the United States. In fact, the finalization of the agreement to revive the JCPOA depends on the political will of the other parties to make tough decisions on their part,” he said.

In a meeting with the Danish Ambassador to Tehran, Jasper War, Hossein Amir-Abdollahian called European negotiation policy and the lack of serious efforts to lift unilateral US sanctions a waste of time.

During the meeting, the two sides discussed various issues and topics, including the need to expand parliamentary relations between the two countries and some developments in the region and the world.

The development of comprehensive parliamentary relations, the cooperation of specialized commissions and parliamentary friendship groups, the exchange of delegations, as well as the development of economic cooperation between the two countries were among the bilateral issues emphasized by the parties during the meeting.

Criticizing the inaction of the three European countries, he emphasized, “Behaviors of the United States and the three countries of Britain, Germany, and France led the JCPOA to death.”

He called the European negotiation policy and the lack of serious efforts to lift US unilateral sanctions against the Iranian people losing the opportunity, noting that if the anti-Iranian sanctions are not lifted and the other sides do not fulfill their obligations, the Islamic Republic of Iran will have newer scenarios.”

The Danish envoy, for his turn, underlined Denmark’s growing cooperation with the Islamic Republic of Iran and pointed to the importance of parliamentary cooperation.

He briefed the Iranian side about his country’s stances toward the JCPOA, underscoring the vitality of preserving the deal.
