Iran will be holding its presidential election on June 28 in a vote that has been brought forward from 2025 following the death of President Ebrahim Raisi in a helicopter crash last month.

While the ultimate head of the Iranian state is the unelected Supreme Leader Ayatollah Ali Khamenei, the president is the second-most powerful position.

end of list

Six candidates have been approved to run for the presidency, and they are all ultimately supportive of and loyal to the supreme leader and the Iranian political system.

Let’s take a closer look at the candidates and what might come next in Iran.

Who are the candidates running for president?

The six are:

Mohammad Bagher Ghalibaf – parliamentary speaker, former mayor of Tehran and former Islamic Revolutionary Guard Corps (IRGC) air force commander

Saeed Jalili – Expediency Discernment Council member, former chief nuclear negotiator

Alireza Zakani – mayor of Tehran

Masoud Pezeshkian – member of parliament

Mostafa Pourmohammadi – former interior and justice minister

Amir-Hossein Ghazizadeh Hashemi – head of Iran’s Foundation of Martyrs and Veterans Affairs

(Al Jazeera)

How are they chosen?

After individuals submit their candidacy papers during a period set by election officials, they are all vetted by the Guardian Council, which makes the final decision on who can run.

The Guardian Council is a committee of 12 appointed members that wields considerable power in Iran.

How many candidates were rejected?

This year, as in the previous election, the Guardian Council rejected most of the applications – the 74 rejected candidates including some famous faces.

Perhaps the most well-known, particularly internationally, is former President Mahmoud Ahmadinejad, who served between 2005 and 2013.

Others rejected include the moderate former Parliament Speaker Ali Larijani – who was considered one of the frontrunners – and former Vice President Eshaq Jahangiri.

The Guardian Council does not explain why it has rejected a candidate publicly. What is known is that its members decide on a candidacy on the basis of perceived loyalty to the government of Iran.

Is there a favourite to win the election?

Ghalibaf and Jalili stand out as the immediate frontrunners. Both are conservatives, although Ghalibaf is seen as more relatively moderate, while Jalili is a hardliner.

Jalili ticks a lot of boxes when looking at a potential winner, at least when it comes to support from the establishment. He has strong ties with Khamenei and the powerful paramilitary IRGC.

He was also close to Raisi and would be the continuation candidate, having withdrawn in favour of the late president in the 2021 election.

Ghalibaf, on the other hand, is a technocrat, and also has close ties to the IRGC and Khamenei, but will come under attack from ultra-conservative media outlets.

Parliament Speaker Mohammad Bagher Ghalibaf at a press conference after registering as a candidate for the presidential election at the Interior Ministry, in Tehran on June 3, 2024 [Majid Asgaripour/WANA via Reuters]

Pezeshkian is the only candidate representing reformist Iranian politics, with other similar contenders not approved to run.

His only chance of success is if the conservative vote is split between Ghalibaf and Jalili and enough reformist Iranians vote.

However, the reformist movement in Iran was already weak politically, with many anti-government Iranians refusing to participate in the political system so as not to legitimise it.

Can any political changes be expected in Iran after the election?

The short list of approved candidates, and the political currents they largely adhere to, are signs that Iran will likely continue on its current political path following the election.

The election comes at a sensitive time for Iran, with a regional crisis as a result of Israel’s war on Gaza threatening to drag Iran into direct conflict.

The country also still has a strong anti-government movement, although protests have died down after being cracked down on by the state. The protests had started in 2022 following the death of Mahsa Amini, a young woman accused of not adhering to the country’s dress code for women.

The movement turned off an increasing number of Iranians from the political system, which will likely further entrench the conservative wing of the country in power, at least in the short term.

The Guardian Council, a 12-member election supervisory body, finalized the list of the approved candidates yesterday (June 9) and submitted it to the Interior Ministry.

Former justice minister Mostafa Pourmohammadi, former health minister Massoud Pezeshkian, head of the Foundation of Martyrs and Veterans Affairs Amirhossein Ghazizadeh-Hashemi, Tehran Mayor Alireza Zakani, former nuclear negotiator Saeed Jalili, and Parliament Speaker Mohammad Baqer Qalibaf have been cleared to run for the June 28 elections.

Dozens of dignitaries had registered to run for the 14th presidential elections, an early election that will be held due to the unexpected demise of Raeisi.

Nearly 80 divisive figures had been nominated including one former president, one former Parliament speaker, 38 former and current parliamentarians, 13 ex-ministers, and three current ministers. At least four women were among the registered candidates.

The five-day registration that began on May 30 saw those between the ages of 40-75 with at least a master’s degree register as potential candidates.

At the end of the five-day registration period on Monday evening, Interior Minister Ahmad Vahidi told reporters that 80 applications had been submitted.

The presidential hopefuls waited several days to see if their candidacy would be approved by the Council which consists of twelve members including six clerics (selected by Iran’s Supreme Leader), and six lawyers (proposed by the head of Iran’s judicial system and voted in by the Parliament).

The vetting body, finally, released a list of those who were qualified on June 9.

The approved candidates cleared by the vetting body will have two weeks to campaign, present their manifestos, and participate in televised debates before the election.

The Qualified candidates will then have 15 days to conduct their electoral campaigns. The election, originally scheduled for 2025, will take place on June 28.

As per Article 115 of the Iranian Constitution, the President must be elected from among religious and political personalities possessing the following qualifications: Iranian origin; Iranian nationality; administrative capacity and resourcefulness; a good record; trustworthiness and piety; convinced belief in the fundamental principles of the Islamic Republic of Iran and the official madhhab of the country.

The President is elected by an absolute majority of votes polled by the voters. But if none of the candidates can win such a majority in the first round, voting will take place a second time on Friday of the following week.

In the second round, only the two candidates who received the greatest number of votes in the first round will participate.

Speaking to journalists on June 5, Ahmad Vahidi, the Iranian interior minister said that the presidential elections will be held on June 28th.

“In the case that none of the candidates can secure the majority to be elected as the president, a runoff will be held a week later on July 5.”

The new administration, the 14th one after the victory of the Islamic Revolution in 1979, will assume power in late June or early July and hold office for four years.

According to the Constitution, First Vice President Mohammad Mokhber has taken the helm as the acting president at the discretion of Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei.

President Raeisi, Foreign Minister Hossein Amirabdollahian, East Azerbaijan’s governor, and six more people were on board a helicopter when it crashed in the Varzaqan region of the province on May 19.

Addressing the UN Security Council briefing on “the situation in Afghanistan”, held in New York on March 6, Saeed Iravani said the de facto authorities in Afghanistan have failed to advance genuine ethnic and political inclusivity.

“Instead, they have imposed stricter limitations on women and girls, restricting their educational opportunities. Additionally, attacks on minority people such as the Hazara Shiites continue, as confirmed by the UN report,” he said.

“We stress the importance of prioritizing and carefully addressing the legitimate concerns of neighboring countries in all initiatives aimed at engaging with de facto authorities,” Iravani said.

“These include the establishment of an inclusive government, safeguarding the rights of all ethnic groups, combating terrorist groups, preventing illegal immigration, and addressing drug production and trafficking. These concerns, to some extent accommodated in the independent assessment (S/2023/856), which underscores positive elements and recommends coherent engagement with de facto authorities,” the Iranian envoy said.

“An inclusive government in Afghanistan can help tackle many problems, like stopping conflicts and reducing the number of Afghan refugees moving to neighboring countries. It sets a foundation for stability and security in Afghanistan and helps protect human rights, especially those of women. For Iran, a crucial sign of an inclusive government is improving the lives of Afghan people and bringing back refugees, which sadly has gotten worse in the last two years, causing us significant hardship,” he underlined.

“Challenges like terrorism, drug trafficking, and border control deficiencies continue and threaten the stability of Afghanistan and its neighbors,” he noted, adding, “The threat of terrorist groups is causing concern to the neighbors. Regrettably, de facto authorities have yet to implement their obligations to combat terrorism.”

“Iran as an immediate neighbor still faces challenges with illegal immigration. The migration of millions of Afghans to Iran has brought a burden to our country under sanctions. Unfortunately, the international community and individual countries have shown little sensitivity to this issue,” the envoy stated.

“Furthermore, Iran has been denied access to even the most basic border monitoring equipment under the pretext of sanctions. This underscores the differing priorities and concerns of neighboring countries and the global community regarding Afghanistan,” he stated.

Assistant to Iran’s foreign minister and the director general of the foreign ministry’s Persian Gulf Department Mohammad Ali Bak lodged an official protest with the Kuwaiti ambassador to Tehran over the Arab country’s recent controversial statements and unilateral claims.

“The Islamic Republic of Iran believes that an agreement on this issue can be reached in an atmosphere of cooperation and respect for common interests,” Ali Bak told the Kuwaiti envoy in a meeting.

He added that undoubtedly, making unilateral claims cannot help to solve this case and will not create any rights for the party expressing these positions.

He also emphasized Tehran’s readiness to hold a new round of talks with the Kuwaiti government in a friendly atmosphere to reach a favorable solution for both parties.

Back in January, Iranian Foreign Ministry Spokesperson Nasser Kan’ani stressed that the Islamic Republic of Iran is ready to continue bilateral negotiations with Kuwait within the framework of the results of the previous negotiations with this country regarding the exploitation of joint hydrocarbon resources in the Arash field as well as the issues related to the maritime boundaries, the senior Iranian diplomat said.

Emphasizing the principled policy of Iran regarding good neighborliness and strengthening relations with neighbors, Kan’ani added that Tehran believes that an agreement regarding this case can be reached through constructive cooperation and interaction and with respect for the interests of the two countries.

Making unilateral claims does not provide a suitable atmosphere for managing and advancing the issue, based on common interests, he added.
