<p>While the ultimate head of the Iranian state is the unelected Supreme Leader Ayatollah Ali Khamenei, the president is the second-most powerful position.</p>

<p>Six candidates have been approved to run for the presidency, and they are all ultimately supportive of and loyal to the supreme leader and the Iranian political system.</p>
<p>Let’s take a closer look at the candidates and what might come next in Iran.</p>
<h3><strong>Who are the candidates running for president?</strong></h3>
<p>The six are:</p>
<ul>
<li>Mohammad Bagher Ghalibaf – parliamentary speaker, former mayor of Tehran and former Islamic Revolutionary Guard Corps (IRGC) air force commander</li>
<li>Saeed Jalili – Expediency Discernment Council member, former chief nuclear negotiator</li>
<li>Alireza Zakani – mayor of Tehran</li>
<li>Masoud Pezeshkian – member of parliament</li>
<li>Mostafa Pourmohammadi – former interior and justice minister</li>
<li>Amir-Hossein Ghazizadeh Hashemi – head of Iran’s Foundation of Martyrs and Veterans Affairs</li>
</ul>

<h3 id="how-are-they-chosen"><strong>How are they chosen?</strong></h3>
<p>After individuals submit their candidacy papers during a period set by election officials, they are all vetted by the Guardian Council, which makes the final decision on who can run.</p>
<p>The Guardian Council is a committee of 12 appointed members that wields considerable power in Iran.</p>
<h3 id="how-many-candidates-were-rejected"><strong>How many candidates were rejected?</strong></h3>
<p>This year, as in the previous election, the Guardian Council rejected most of the applications – the 74 rejected candidates including some famous faces.</p>
<p>Perhaps the most well-known, particularly internationally, is former President Mahmoud Ahmadinejad, who served between 2005 and 2013.</p>
<p>Others rejected include the moderate former Parliament Speaker Ali Larijani – who was considered one of the frontrunners – and former Vice President Eshaq Jahangiri.</p>
<p>The Guardian Council does not explain why it has rejected a candidate publicly. What is known is that its members decide on a candidacy on the basis of perceived loyalty to the government of Iran.</p>
<h3><strong>Is there a favourite to win the election?</strong></h3>
<p>Ghalibaf and Jalili stand out as the immediate frontrunners. Both are conservatives, although Ghalibaf is seen as more relatively moderate, while Jalili is a hardliner.</p>
<p>Jalili ticks a lot of boxes when looking at a potential winner, at least when it comes to support from the establishment. He has strong ties with Khamenei and the powerful paramilitary IRGC.</p>
<p>He was also close to Raisi and would be the continuation candidate, having withdrawn in favour of the late president in the 2021 election.</p>
<p>Ghalibaf, on the other hand, is a technocrat, and also has close ties to the IRGC and Khamenei, but will come under attack from ultra-conservative media outlets.</p>

<p>Pezeshkian is the only candidate representing reformist Iranian politics, with other similar contenders not approved to run.</p>
<p>His only chance of success is if the conservative vote is split between Ghalibaf and Jalili and enough reformist Iranians vote.</p>
<p>However, the reformist movement in Iran was already weak politically, with many anti-government Iranians refusing to participate in the political system so as not to legitimise it.</p>
<h3><strong>Can any political changes be expected in Iran after the election?</strong></h3>
<p>The short list of approved candidates, and the political currents they largely adhere to, are signs that Iran will likely continue on its current political path following the election.</p>
<p>The election comes at a sensitive time for Iran, with a regional crisis as a result of Israel’s war on Gaza threatening to drag Iran into direct conflict.</p>
<p>The country also still has a strong anti-government movement, although protests have died down after being cracked down on by the state. The protests had started in 2022 following the death of Mahsa Amini, a young woman accused of not adhering to the country’s dress code for women.</p>
<p>The movement turned off an increasing number of Iranians from the political system, which will likely further entrench the conservative wing of the country in power, at least in the short term.</p>

<p>The Guardian Council, a 12-member election supervisory body, finalized the list of the approved candidates yesterday (June 9) and submitted it to the Interior Ministry.</p>
<p>Former justice minister Mostafa Pourmohammadi, former health minister Massoud Pezeshkian, head of the Foundation of Martyrs and Veterans Affairs Amirhossein Ghazizadeh-Hashemi, Tehran Mayor Alireza Zakani, former nuclear negotiator Saeed Jalili, and Parliament Speaker Mohammad Baqer Qalibaf have been cleared to run for the June 28 elections.</p>
<p>Dozens of dignitaries had registered to run for the 14th presidential elections, an early election that will be held due to the unexpected demise of Raeisi.</p>
<p>Nearly 80 divisive figures had been nominated including one former president, one former Parliament speaker, 38 former and current parliamentarians, 13 ex-ministers, and three current ministers. At least four women were among the registered candidates.</p>
<p>The five-day registration that began on May 30 saw those between the ages of 40-75 with at least a master’s degree register as potential candidates.</p>

<p>At the end of the five-day registration period on Monday evening, Interior Minister Ahmad Vahidi told reporters that 80 applications had been submitted.</p>
<p>The presidential hopefuls waited several days to see if their candidacy would be approved by the Council which consists of twelve members including six clerics (selected by Iran&#8217;s Supreme Leader), and six lawyers (proposed by the head of Iran&#8217;s judicial system and voted in by the Parliament).</p>
<p>The vetting body, finally, released a list of those who were qualified on June 9.</p>
<p>The approved candidates cleared by the vetting body will have two weeks to campaign, present their manifestos, and participate in televised debates before the election.</p>
<p>The Qualified candidates will then have 15 days to conduct their electoral campaigns. The election, originally scheduled for 2025, will take place on June 28.</p>
<p>As per Article 115 of the Iranian Constitution, the President must be elected from among religious and political personalities possessing the following qualifications: Iranian origin; Iranian nationality; administrative capacity and resourcefulness; a good record; trustworthiness and piety; convinced belief in the fundamental principles of the Islamic Republic of Iran and the official madhhab of the country.</p>
<p>The President is elected by an absolute majority of votes polled by the voters. But if none of the candidates can win such a majority in the first round, voting will take place a second time on Friday of the following week.</p>
<p>In the second round, only the two candidates who received the greatest number of votes in the first round will participate.</p>

<h6 style="text-align: center;"><strong>Speaking to journalists on June 5, Ahmad Vahidi, the Iranian interior minister said that the presidential elections will be held on June 28th.</strong></h6>
<p>&#8220;In the case that none of the candidates can secure the majority to be elected as the president, a runoff will be held a week later on July 5.&#8221;</p>
<p>The new administration, the 14th one after the victory of the Islamic Revolution in 1979, will assume power in late June or early July and hold office for four years.</p>
<p>According to the Constitution, First Vice President Mohammad Mokhber has taken the helm as the acting president at the discretion of Leader of the Islamic Revolution Ayatollah Seyyed Ali Khamenei.</p>
<p>President Raeisi, Foreign Minister Hossein Amirabdollahian, East Azerbaijan’s governor, and six more people were on board a helicopter when it crashed in the Varzaqan region of the province on May 19.</p>

<p style="text-align: center;"><strong>Late President Ebrahim Raeisi</strong></p>
<p>Their aircraft and two other copters were en route to Tabriz City hours after Raeisi, along with his Azerbaijani counterpart Ilham Aliyev, inaugurated the joint Qiz Qalasi Dam at the border between the two countries earlier on Sunday.</p>
<p>The wreckage of the helicopter carrying Raeisi, as well as Foreign Minister Hossein Amirabdollahian and six other passengers as well as crew, was found on Monday morning after an overnight search in poor weather.</p>

<p>The commemoration ceremony for Iran&#8217;s Martyr President Raeisi and his accompanying delegation in the helicopter crash was held at Imam Khomeini Husayniyya, Tehran, at 9:30 a.m.</p>
<p>Speaking to the late president&#8217;s family on Wednesday, Ayatollah Khamenei considered the late president as the symbol of the motto of the Islamic Revolution.</p>
<p>He further described the people&#8217;s love for the late President Raeisi as &#8220;a message to the world that would benefit the Islamic Republic.&#8221;</p>
<p>The Leader of the Islamic Revolution described the loss of Mr. Raeisi as a great and irreparable loss for the country.</p>
<p>Late President Raeisi and Foreign Minister Amir-Abdollahian, along with two top officials of the Iranian province of East Azerbaijan, and four other people on board the helicopter were returning from a dam inauguration ceremony on Iran’s border with the Republic of Azerbaijan when the aircraft crashed into forests in Varzaqan region.</p>

<p>A helicopter carrying President Raisi and his entourage crashed in northwestern mountainous forests on May 19.</p>
<p>The tragic accident killed the president and seven others, including Foreign Minister Hossein Amirabdollahian.</p>
<p>According to the Constitution, First Vice President Mohammad Mokhber took the helm as the head of the Executive Branch at the discretion of Leader of the Islamic Revolution Ayatollah Seyed Ali Khamenei.</p>
<p>Afterwards, a council consisting of the Parliament speaker, the Judiciary chief, and the first vice president was formed to make arrangements for the election of a new president within 50 days, in accordance with the Constitution.</p>
<p>The council held a meeting on Monday, also attended by the presidential deputy for legal affairs, the vice chairman of the Constitutional Council, and the interior minister’s deputy for political affairs.</p>
<p>The council decided that the presidential election should be held on Friday, June 28, after the initial approval of the Constitutional Council. It also set a timetable for the formation of electoral executive delegations, the registration of applicants, and the election campaign processes.</p>
<p>The applicants can sign up for candidacy from May 30 to June 3, while the election campaign period is set for June 12-27.</p>

<p>Iran&#8217;s government cabinet has appointed Deputy Foreign Minister Ali Bagheri Kani as the head of the international committee of Iran&#8217;s Foreign Ministry, following the martyrdom of Iranian Foreign Minister Hossein Amirabdollahian in a helicopter crash.</p>
<p>Iran&#8217;s Government Spokesman Ali Bahadori Jahromi made the announcement on Monday.</p>
<p>The Islamic Republic of Iran’s Guardian Council spokesman Hadi Tahan-Nazif had said that according to the Constitution, the vice president would take over as interim president with the Supreme Leader’s approval.</p>
<p>In an interview on Monday, Tahan-Nazif said that with the Supreme Leader’s approval, a council consisting of the Iranian judiciary chief, parliament speaker, and vice president would take measures to hold presidential elections within 50 days.</p>
<p>On Sunday, President Raisi was returning from a ceremony to open the Qiz Qalasi Dam, jointly built with the Republic of Azerbaijan, to Tabriz to inaugurate another project when his helicopter crashed in the Dizamar forest area in Varzaqan region between the village of Ouzi and Pir Davoud.</p>

<p>The former first vice president held an extraordinary meeting with judiciary chief Gholamhossein Mohseni Ejei and Mohammad Bagher Ghalibaf, the parliament speaker, on Monday morning.</p>

<p>As per the constitution, the three must set things in motion for a new presidential election to be held within 50 days.</p>
<p>Mokhber will remain interim president until then. “We will follow the path of Raisi in doing the duties entrusted without any disruptions,” he was quoted as saying by state media.</p>
<h3 id="first-vice-president"><strong>First vice president</strong></h3>
<p>Mokhber was appointed first vice president by Raisi in August 2021, shortly after Raisi took office.</p>
<p>He is the seventh person to serve in that role since the revision of the constitution in 1989 – and one of the most influential.</p>
<p>As first vice president, Mokhber traveled across the country to inaugurate a variety of government development projects and accompanied Raisi or led delegations himself on many foreign trips. He is reported to have visited Russia, along with senior military and security officials, to discuss arms transfers.</p>
<p>Mokhber was on a list of individuals and entities sanctioned by the European Union in 2010 for alleged involvement in activities concerning Iran’s nuclear and ballistic missile programs. Two years later, the bloc removed him from the list.</p>
<p>Unlike other countries, Iran’s first vice presidency is an appointed – not elected – position that assumed some of the powers of the prime minister after the position was abolished in 1989.</p>
<p>There are several appointed vice presidents serving concurrently in Iran, each taking on different aspects of executive affairs but operating mostly like a cabinet.</p>
<p>Mokhber’s position was the top among vice presidents.</p>
<p>He was selected because he had a strong connection with the office of the supreme leader, like the late president himself, and the Islamic Revolutionary Guard Corps (IRGC).</p>
<p>He was also seen as a man of action with longstanding experience in managing large-scale executive affairs.</p>
<h3 id="setad"><strong>Setad</strong></h3>
<p>Before his appointment to the vice presidency, Mokhber served for 14 years as head of Iran’s Setad, or the Organisation for the Execution of Imam Khomeini’s Order.</p>
<p>Setad is a highly powerful economic conglomerate established under Iran’s first supreme leader, Ayatollah Ruhollah Khomeini, to focus on charitable affairs.</p>
<p>It is now believed to be worth tens of billions of dollars and remains under the direct control of the Iranian supreme leader.</p>
<p>Setad and Mokhber were sanctioned by the United States in 2021, with the US Treasury claiming the organisation was involved in rights violations among other things, including violating “the rights of dissidents by confiscating land and property from opponents of the regime”.</p>
<p>Mokhber was the head of Setad during the onset of COVID-19, at a time when Iran was hit by far the worst by the pandemic in the Middle East. Nearly 150,000 people died of COVID, according to official numbers – with actual numbers believed to be much higher.</p>
<p>Under his watch, Setad developed COVIran Barekat, the main coronavirus vaccine manufactured by the state.</p>
<h3 id="early-life"><strong>Early life</strong></h3>
<p>Born in Dezful in the southwestern province of Khuzestan, the 68-year-old was educated in electrical engineering and also holds a PhD in international law.</p>
<p>He was active in banking and communications earlier in his career, having operated as the head of the Khuzestan Telecommunications Authority and then being promoted to deputy governor of the province in the 1990s.</p>
<p>Before moving up to the Setad, Mokhber was a deputy at another bonyad, the powerful Mostazafan Foundation which was also founded by Supreme Leader Khomeini as a charitable foundation.</p>

<p>Amir-Abdollahian was born on April 23, 1964, in Damghan City, Semnan Province, Iran, and martyred in a helicopter crash with President Ebrahim Raeisi near the town of Varzeqan, in East Azarbajan Province.</p>
<p>He had a Bachelor&#8217;s degree in Diplomatic Relations from the Faculty of the Ministry of Foreign Affairs, a Master&#8217;s degree in International Relations from the Faculty of Law and Political Sciences of Tehran University, and a PhD in International Relations from Tehran University.</p>
<p>Martyr Amir-Abdollahian was special aide to the speaker of the Iranian Parliament on international affairs, Director General of International Affairs of the Islamic Consultative Assembly from the presidency of Ali Larijani to the presidency of Mohammad Baqer Qalibaf, Secretary-General of the Permanent Secretariat of the International Conference in Support of the Palestinian Intifada, Managing Director of Palestine Strategic Dialogue Quarterly.</p>
<p>He was appointed Deputy Foreign Minister during the ministry of Ali Akbar Salehi, which was retained in the first three years of Mohammad Javad Zarif&#8217;s ministry.</p>
<p>Also, he was a professor at the Foreign Ministry&#8217;s School of International Relations.</p>
<p>Amir-Abdollahian was an Iranian politician and diplomat who served as foreign minister of Iran from 2021 until his martyrdom on May 19, 2024.</p>
<p>Significant achievements marked Martyr Amir-Abdollahian&#8217;s tenure as the foreign minister of Iran. These included Iran&#8217;s membership in the Shanghai Cooperation Organization and the BRICS economic group, as well as notable improvements in relations with neighboring countries. Furthermore, active diplomacy during the Gaza War and the restoration of relations with Saudi Arabia were also notable highlights of his tenure.</p>
<p><strong>Martyr Amir-Abdollahian&#8217;s personality</strong></p>

<p>In addition to his political initiatives and revolutionary spirit, he had a commanding presence in the region, a sharp mind, and a strong memory.</p>
<p>His clear and calculated speech during public addresses and meetings was another positive trait. Media and foreign policy experts often highlighted this as one of the strengths of his diplomatic speeches.</p>
<p><strong>Last chapter of Amir-Abdollahian&#8217;s life</strong></p>

<p>The helicopter carrying Iranian President Ebrahim Raeisi and Foreign Minister Hossein Amir-Abdollahian as well as the accompanying delegation crashed on Sunday in the Dizmar forest, nestled between the cities of Varzaqan and Jolfa in East Azarbaijan Province.</p>
<p>It was transporting Raeisi, Amir-Abdollahian, East Azarbaijan Governor Malek Rahmati, Friday Prayers leader of the city of Tabriz Seyyed Mohammad Ali Al-e Hashem, and a member of the president’s bodyguard team Mahdi Mousavi. The helicopter’s pilot, co-pilot, and crew were also among others on board the chopper.</p>
<p>President Raeisi and his accompanying delegation were returning from a ceremony to inaugurate a dam on the Aras River with Azerbaijan’s President Ilham Aliyev.</p>

<p>Serge Gellé was one of two survivors. Two other people, a gendarme and the pilot are still missing and feared dead.</p>
<p>The surviving secretary of state and gendarme were found separately by local residents on the beach at Mahambo, about 75km north of Toamasina, the major port city in eastern Madagascar, the director of the maritime authority, Jean-Edmond Randrianantenaina, said.</p>
<p>He said the two men had &#8220;been separated at sea. They were not together&#8221;.</p>
<p>Gellé, who was rescued by locals, said in a video posted on social media: &#8220;I&#8217;m not going to die yet, thanks to God&#8221; and &#8220;to the villagers and fishermen of Mahambo&#8221;.</p>
<p>The minister, a 57-year-old gendarmerie general, said he had &#8220;no injuries, only cold&#8221;. &#8220;I will be able to return to work within 24 hours,&#8221; he added. General Ravoavy, who worked with General Gellé for many years, described him as &#8220;a military man of character&#8221;.</p>
<p>&#8220;He has always practiced sport with great endurance. And he has kept this rhythm even while being a minister, as a 30-year-old. He has strong morale, he was thrown by the waves and he didn&#8217;t give up,&#8221; he said, adding that Gellé had used a seat cushion from the helicopter as a lifeline.</p>
<p>The helicopter was heading for Antseraka, a small town off the coast of which a ship sank on Monday morning with 130 people on board, 45 of whom were rescued.</p>
<p>On Tuesday morning, the death toll stood at 21 passengers, but in the afternoon, the boat washed ashore and 18 more bodies were discovered, bringing the death toll to 39, according to Gendarmerie General Zafisambatra Ravoavy.</p>
<p>The search was continuing for nearly 50 missing people.</p>
