Visiting Ali Al-Sadiq Ali, Sudan&#8217;s acting Minister of Foreign Affairs, was received for a meeting by President Ebrahim Raeisi in Tehran on Monday. </span></p>

<p>The president referred to the existing potential in the two countries and the mutual will of the officials in both countries to promote political, economic and cultural interactions, and considered the exchange of ambassadors and the reopening of embassies in Tehran and Khartoum as a suitable ground for the revival and development of relations between the two countries.</p>
<p>Raeisi further pointed to the recent developments in the region and emphasized that keeping distance on the part of countries from the Zionist regime is one of the basic policies of the Islamic Republic of Iran, and added, &#8220;The negligence on the part of some Islamic countries from this basic policy of the Islamic Republic of Iran has caused heavy losses to the Islamic Ummah.&#8221;</p>
<p>The President stated that the criminal Zionist regime, which has always sought to hinder the path of progress of Muslims by creating sedition and conspiracy, can never be a friend to Islamic countries and would be never interested in the progress and development of Muslim nations.</p>
<p>He further condemned the action of some Islamic countries in normalizing relations with the regime and considered Zionism to be opposed to the identity and nature of these countries.</p>
<p>The Iranian president added, &#8220;Today, the Islamic Ummah&#8217;s major question to some Islamic countries is that how they still maintain their relationship with such a regime with its high-level of criminality and child-killing.  &#8220;If these countries had tried to cut off their relations with the Zionists, today we would not have witnessed the continuation of attacks and bombings against the oppressed and Muslim people of Gaza,&#8221; Raeisi continued.</p>
<p>Ali Al-Sadiq Ali, Acting Minister of Foreign Affairs of Sudan, for his part, emphasized in the meeting the readiness of his country to restore political and diplomatic relations with the Islamic Republic of Iran.</p>
<p>Caretaker Sudanese minister further appreciated the Islamic Republic of Iran&#8217;s political support to the people of Sudan in international organizations and emphasized his country&#8217;s interest in developing relations with the Islamic Republic of Iran and announced his country&#8217;s readiness to increase economic and commercial cooperation with the Islamic Republic of Iran.</p>

<p>The two Asian neighbors have been exploring the possibility of Qin&#8217;s Japan trip later this year as 2023 marks the 45th anniversary of the signing of the 1978 bilateral Peace and Friendship Treaty, the source said.</p>

<p>Tokyo and Beijing are also considering resuming a bilateral high-level economic dialogue, last held in 2019, on the occasion of Qin&#8217;s Japan visit, the source added.</p>
<p>The move apparently reflects Beijing&#8217;s wariness over improving ties between Japan and South Korea potentially leading them to harden their stance on China in alignment with the United States.</p>
<p>If it materializes, it will be the first visit by a Chinese foreign minister to Japan since Qin&#8217;s predecessor Wang Yi traveled to the country in November 2020. Qin assumed the ministerial post last December.</p>
<p>During their meeting on April 2, Hayashi asked Qin to visit Japan and the Chinese minister expressed willingness to positively consider it, but the two countries refrained from publicly announcing that, according to the source.</p>
<p>The development is believed to mirror deteriorating public sentiment toward China in Japan following the detention in March of a senior employee of Japanese pharmaceutical company Astellas Pharma Inc. on suspicion of engaging in spying activities.</p>
<p>Qin&#8217;s Japan visit could be arranged in the second half of this year as a Chinese diplomatic source said the situation is &#8220;not ideal right now.&#8221;</p>
<p>Bilateral ties are expected to remain tense for some time, with the Group of Seven summit in Hiroshima later this month, to be chaired by Prime Minister Fumio Kishida, likely reaffirming the importance of peace and stability in the Taiwan Strait.</p>
<p>Japan is also set to begin releasing treated radioactive water into the sea from the crippled Fukushima nuclear power plant by this summer despite strong opposition from China, among other countries.</p>
<p>A Japanese government source said a high-level dialogue is &#8220;all the more necessary&#8221; between Tokyo and Beijing because they face many challenges.</p>
<p>In the next round of the economic dialogue, which was launched in 2007 but suspended in recent years due to the coronavirus pandemic, Japan is expected to convey its concerns over China&#8217;s intellectual property protection and urge Beijing to lift its ban on food imports imposed after the 2011 Fukushima nuclear crisis.</p>
<p>China is believed to touch on Japan&#8217;s tighter export controls for advanced chip manufacturing equipment, a measure seen as an effort to hinder Beijing&#8217;s development of cutting-edge semiconductors that could be used for military purposes.</p>
<p>An apparent attempt by China to stabilize its relations with Japan comes amid rapid improvement of Tokyo-Seoul ties that had been strained over wartime labor compensation.</p>
<p>Beijing has also seen its relations with Seoul deteriorate recently after South Korean President Yoon Suk Yeol expressed concern in an interview with Reuters last month over increased tensions around Taiwan amid pressure from China, which views the self-ruled democratic island as its own.</p>
<p>China and South Korea last had a high-level contact in January with foreign ministers of the two countries holding telephone talks.</p>

<p>Following the recent visit of the Iranian president Ebrahim Raeisi to Beijing and the talks he held with his Chinese counterpart there, Rear Admiral Shamkhani, Secretary of Iran’s Supreme National Security Council (SNSC) held intensive negotiations with his Saudi Arabian counterpart in the Chinese capital between March 6-10 in order to finally resolving the outstanding issues between Tehran and Riyadh.</p>
<p>At the end of these negotiations on March 10, 2023, a tripartite statement was issued in Beijing signed by Shamkhani, the National Security adviser, Minister of State and member of the Council of Ministers of Saudi Arabia Musaid Al Aiban, as well as the Director of the Office of the Central Foreign Affairs Commission of the Chinese Communist Party Wang Yi.</p>
<p>According to the statement, the Islamic Republic of Iran and the Kingdom of Saudi Arabia agreed to resume diplomatic relations and reopen embassies within two months.</p>
<p>The foreign ministers of the two countries will hold a meeting to implement this decision and make the necessary arrangements for the exchange of ambassadors.</p>
<p>Emphasizing respect for the sovereignty of each other and non-interference in each other&#8217;s internal affairs, the two countries also agreed on the implementation of the security cooperation agreement signed on April 1, 2001, as well as the general cooperation agreement signed on 5/27/1998.</p>
<p>The three countries of Iran, Saudi Arabia, and China also declared their firm willingness to use all efforts to strengthen regional and international peace and security.</p>
<p>Tehran and Riyadh also appreciated the efforts of Iraq, Oman, and China for hosting the talks between the two sides.</p>

<p>Addressing his weekly presser on Monday, Wang Wenbin spoke about the recent visit of the Chinese president to the West Asia region to attend the Persian Gulf Cooperation Council summit.</p>
<p>Regarding the relations with Iran, the Chinese spokesperson emphasized, “China and Iran enjoy traditional friendship. China and Iran jointly decided to cement and grow a comprehensive strategic partnership. China stands ready to enhance communication and coordination with Iran to make new progress in bilateral relations.&#8221;</p>
<p>“The two sides have signed a plan for China-Iran comprehensive cooperation, which started implementation early this year. China will work with Iran for the sound and steady growth of practical cooperation,&#8221; Wenbin continued.</p>
<p>Referring to the visit of the Chinese Vice-premier to Tehran, Wang Wenbin said, “Vice Premier Hu Chunhua’s visit to Iran starts today. We believe this visit will play a positive role in deepening China-Iran comprehensive strategic partnership.”</p>
<p>The PGCC countries and Iran are all China’s friends, and neither China-PGCC relations nor China-Iran relations are targeted at any third party, he added, saying that China supports the PGCC countries in improving relations with Iran based on the principle of good-neighborly friendship, conducting win-win cooperation with Iran, and jointly promoting development and stability in the Persian Gulf. China is willing to continue to play a constructive role in this regard, he added.</p>

<p>Chinese Ambassador to the United States Cui Tiankai said that China and the United States can cooperate in some key areas such as anti-COVID-19, climate change, and economy, and the two countries&#8217; future policies could be crucial to the bilateral relations.</p>
<p>At the Annual Conference of the Institute for China-America Studies on the future of China-U.S. relations, Cui said that for China, &#8220;the choice is clear.&#8221;</p>
<p>&#8220;China and the U.S. stand to gain from cooperation and lose from confrontation,&#8221; said Cui as he discussed the future bilateral relations with Harvard University&#8217;s Professor Graham Allison. &#8220;Cooperation is the only right choice for both countries,&#8221; and they certainly can cooperate in some key areas such as anti-COVID-19, climate change, economy and anti-terrorism.</p>

<p><strong>China-U.S. relations crucial for post-pandemic world</strong></p>

<p>Cui said that 2020 can almost be seen as a &#8220;turning point&#8221; in history considering the pandemic. Now, discussions about a post-pandemic world and global governance are on the focus.</p>
<p>&#8220;It is clear that the post-pandemic world would not be stable and global governance would not be effective without sound and stable relations between China and the U.S.,&#8221; Cui said.</p>
<p>The Chinese ambassador pointed out that for the development of future U.S.-China relations, policies of both sides will be crucial.</p>
<p>For the U.S., &#8220;what is really important is not whether you have a unilateral policy or multilateral policy, whether you have an American policy on China or a coordinated policy with the allies,&#8221; the Chinese ambassador said. &#8220;What is really important is the nature of the policy, what kind of policy you are going to adopt.&#8221;</p>
<p>Both countries&#8217; policies should be looked at from different perspectives, Cui added, one being those that follow the fundamental trends in the world such as the scientific and technological progress, while others are related to the national policy goals the countries set only for themselves.</p>
<p>For possible collaboration with the team of the President-elect Joe Biden, Cui said that &#8220;at an appropriate time and an appropriate level, some communication and policy coordination would have to be done. But before January 20, we&#8217;re still fully prepared to work with the current administration.&#8221;</p>
<p>The Chinese ambassador also touched on issues mentioned by Allison, such as China&#8217;s Taiwan affairs and the Korean Peninsula issues, stressing that for Taiwan affairs &#8220;what is at stake is China&#8217;s unity and sovereignty,&#8221; but China and the U.S. could still &#8220;find some common ground on both issues.&#8221;</p>

<p class="rtejustify">During the meeting, the Iranian ambassador pointed to the cooperation capacities of the two countries and stressed the need to try to revive the growing trend and deepen economic cooperation based on health protocols.</p>
<p class="rtejustify">He expressed concern over the decrease in trade between the two countries due to the outbreak of coronavirus.</p>
<p class="rtejustify">The Georgian minister, for her part, supported the broadening of economic cooperation with Iran and said that coronavirus is one of the most important factors in reducing trade relations between the two countries.</p>
<p class="rtejustify">In a relevant development in early December 2019, Iranian Foreign Minister Mohammad Javad Zarif in a meeting with Georgian Deputy Foreign Minister Alexander Khvtisiashvili in Tehran underlined the need to develop mutual cooperation in different political and economic fields.</p>
<p class="rtejustify">During the meeting in the Iranian capital, Zarif and Khvtisiashvili explored avenues for bolstering and reinvigorating all-out relations.</p>
<p class="rtejustify">The two sides discussed the status of bilateral relations and exchanged views on the ways to expand cooperation in different fields.</p>
<p class="rtejustify">Khvtisiashvili visited Tehran in December to participate in the third round of bilateral political consultations between Iran and Georgia.</p>
