										<content:encoded><![CDATA[<p><span class="td_btn td_btn_md td_default_btn" style="background-color: #ebebeb; color: #000000;"><span class="dropcap dropcap3">A</span>t least three civilians have died in battles between Sudanese paramilitaries and the regular army, which said it launched air strikes against them, sparking global concern days after the army warned the country was at a &#8220;dangerous&#8221; turning point.</span></p>
<p>The doctors&#8217; union reported on Saturday the three civilian deaths, including at Khartoum airport which is in the city center, and in North Kordofan state.</p>
<p>At least nine others were wounded, the medics said.</p>
<p>The eruption of violence came after weeks of deepening tensions between military leader Abdel Fattah al Burhan and his number two, paramilitary commander Mohamed Hamdan Daglo, over the planned integration of the paramilitary Rapid Support Forces (RSF) into the regular army.</p>
<p>The spokesperson for the Sudanese armed forces said in an interview on the Al Jazeera Mubasher television station that the army would respond to any &#8220;irresponsible&#8221; actions, as its forces clash with the paramilitary RSF in several parts of the capital Khartoum and the country.</p>
<p>Brigadier-General Nabil Abdallah said in the interview that some politicians had been trying to politicise the military. He also said that RSF troops had a heavy presence at the headquarters of the state television station.</p>
<p>In a series of statements, the RSF group claimed to have taken control of several key sites in Sudan, including the presidential palace in central Khartoum and airports in Khartoum and Merowe in the north of the country.</p>
<p>It said the moves came in response to attacks by the regular army on RSF bases in south Khartoum, where earlier witnesses had told Reuters news agency that they heard heavy gunfire.</p>
<p>In response, the Sudanese army said fighting broke out after RSF troops tried to attack its forces in the southern part of the capital. Later, the military declared the RSF a &#8220;rebel force,&#8221; describing the paramilitary’s statements as &#8220;lies.&#8221;</p>
<p>Sudan&#8217;s air force struck multiple paramilitary bases in Khartoum, the army said, adding that the army was chasing down RSF fighters and urged civilians to stay indoors.</p>
<p>&#8220;The Sudanese air force destroyed Tiba and Soba camps (in Khartoum) which belong to the Rapid Support (Forces) militia,&#8221; the army said in a statement.</p>
<p>Commercial aircraft trying to land at Khartoum International Airport began turning around to head back to their originating airport. Flights from Saudi Arabia turned back after nearly landing at Khartoum International Airport, flight tracking data showed.</p>
<h3><strong>Deepening tensions</strong></h3>
<p>The rift between the forces came to the surface on Thursday when the army said that recent movements by the RSF had happened without coordination and were illegal.</p>
<p>A confrontation between them could spell prolonged strife across a vast country already dealing with economic breakdown and flare-ups of tribal violence.</p>
<p>Earlier, Sudan&#8217;s head of state and army chief General Abdel Fattah al Burhan had indicated that the military is prepared to take any step to solve the ongoing standoff.</p>
<p>But for weeks, deepening tensions have developed between Burhan and his number two, paramilitary commander Moha med Hamdan Daglo, over the planned integration of RSF into the regular army.</p>
<p>The RSF, which together with the army overthrew long-ruling leader Omar al Bashir in 2019, began redeploying units in Khartoum and elsewhere amid talks last month on its integration into the military under a transition plan leading to new elections.</p>
<p>That dispute has delayed the signing of a final agreement with political parties and the formation of a civilian government.</p>
<h3><strong>Sheltering in place</strong></h3>
<p>Citizens have blamed both sides for the tensions.</p>
<p>&#8220;They are fighting over power and plundering the country, we are fighting for food and drink and education and healthcare,&#8221; said Nafisa Suleiman, sitting at a vegetable stall.</p>
<p>&#8220;The military is supposed to protect people and now they are our greatest danger,&#8221; said 35-year-old Isam Hassan. &#8220;The RSF should be under the military&#8217;s control. No country has two armies,&#8221; he added.</p>
<p>The military&#8217;s civilian interlocutors called on both sides &#8220;to immediately cease hostilities and spare the country slipping into the abyss of total collapse.&#8221;</p>
<p>Their plea was echoed by US Ambassador John Godfrey, who tweeted that he was &#8220;currently sheltering in place with the embassy team, as Sudanese throughout Khartoum and elsewhere are doing&#8221;.</p>

<p>Of late, the army seems to be bent on persuading anyone who would care to listen that they have given up on meddling in politics. The incumbent DG ISPR has made it a point to reiterate this on many an occasion in recent weeks. The same assertion was also repeated by the now confirmed (even by our standards) to-be-outgoing chief of army staff, who again stressed that the army (let’s call it the establishment from here on) will stay out of politics.</p>
<h3><a id="never-again-again" class="heading-permalink" title="Permalink" href="https://www.dawn.com/news/1717177/will-the-army-really-quit-meddling-in-politics-for-good#never-again-again" aria-hidden="true"></a><strong>Never again, again</strong></h3>
<p>For those of you who may have trouble recalling, this is the chief of a government department, who on paper reports to the secretary of defence, who in turn reports to the minister of defence, who reports to the prime minister and serves at their pleasure.</p>
<p>It is the PM’s office that the established interference is generally directed towards, and the piece of paper, which would confirm the hierarchy of authority listed above, is currently being used to make a paper airplane by a child somewhere in a cantonment.</p>
<p>Without there being consequences or public accountability for the establishment having come into politics in the past, which is almost always very recently and rather disastrously, these are little more than promises of forbearance by someone showing signs of compulsion. Just as one suffering from an addiction promises to reform when faced with the guilt of realisation, so does our establishment swear never again.</p>
<p>And to prove they are serious this time, Faisal Vawda addresses a press conference, which is so confusing that the people, whose boot he used to bring onto TV shows as a talisman, have to turn up to clarify further.</p>
<p>In answering questions regarding political interference, the DG ISPR challenges anyone to nominate any instance of his institution meddling in the electoral process.</p>
<p>The challenge came with one caveat — that you had to pick an event after the March 2021 Senate elections. In case you are confused, these aren’t the Senate polls when Hasil Bizenjo accused the then DG ISI of direct meddling. They’re the ones where Musadik Malik and Mustafa Nawaz Khokhar found spy cameras in the Senate voting booths.</p>
<h3><a id="the-relapse" class="heading-permalink" title="Permalink" href="https://www.dawn.com/news/1717177/will-the-army-really-quit-meddling-in-politics-for-good#the-relapse" aria-hidden="true"></a><strong>The relapse</strong></h3>
<p>Yet whenever the sun begins to set, at times even on that same day whose morning induced the promise, the want kicks in and washes away the regret.</p>
<p>Imran Khan stands disqualified by an election commission that couldn’t see anything wrong with the 2018 general elections. The same institution that discovered impropriety only after a public by-election fiasco in Daska, when it is widely rumoured that the then prime minister Imran had to use cruder methods of fixing than the assistance of the usual suspects.</p>
<p>He is disqualified due to the gifts taken and left undeclared.</p>
<p>This in a country where former army chiefs live abroad with unaccountable wealth. Where Lt Gen (R) Asim Saleem Bajwa explains an empire through screenshots of a Word document and the then prime minister Imran says he is satisfied.</p>
<p>When Lt Gen (R) Bajwa shows willingness to be held to account, it’s as a guest on the phone in Shahzeb Khanzada’s show and only up to the point of basic questions.</p>
<p>His declaration of assets only ever came when he was chosen as a special assistant to the prime minister. Assets that include a Land Cruiser he claims to have bought for Rs 3 million. This is back when Imran was happy with the establishment, to the point where he felt that not only should the premier be monitored by the agencies, but that if you are unwilling to subject yourself to such monitoring, it is because you must have something to hide.</p>
<h3><a id="powering-through" class="heading-permalink" title="Permalink" href="https://www.dawn.com/news/1717177/will-the-army-really-quit-meddling-in-politics-for-good#powering-through" aria-hidden="true"></a><strong>Powering through</strong></h3>
<p>Earlier, Imran supported and later championed calls for Nawaz to be taken out of the political race for similar allegations of unethical conduct — for not declaring an unreceived salary, which could perhaps have led to the discovery of several companies in the Gulf that belonged to his family and for the wealth of which his family cannot account.</p>
<p>When Imran was leading these protests to help the establishment expose the Sharifs’ moral compass as a legal shortcoming, the then PM Sharif confronted the ISI chief in front of the army chief with impregnable evidence of the former’s political interference in support of the <em>dharna</em> camped out in front of Parliament House.</p>
<p>All it resulted in was the then COAS Raheel Sharif chiding the chief of ISI and making him promise to stop. The latter continued to serve, retired with full benefits and was recently in the news again because he addressed a public gathering where he explained why he helped make a third force in politics.</p>
<p>Earlier, when the US found Osama bin Laden nested in Abbotabad a mile away from the Kakul military academy, the then ISI chief Shuja Pasha addressed a joint session of Parliament to explain the intelligence failure and security lapse.</p>
<p>He told the lawmakers he was even ready to resign. The COAS said he was willing to be held accountable ‘even to Parliament’. Both eventually retired, with nary a resignation between them. Pasha is credited by Pervez Elahi with helping Imran Khan put together electable candidates for the 2013 elections. Elahi claims Pasha was stealing his candidates and when confronted, he forgot his position over the course of the conversation and tried to poach the Elahis themselves for Khan’s camp.</p>
<h3><a id="the-real-question" class="heading-permalink" title="Permalink" href="https://www.dawn.com/news/1717177/will-the-army-really-quit-meddling-in-politics-for-good#the-real-question" aria-hidden="true"></a><strong>The real question</strong></h3>
<p>In real life, people do not usually quit problematic, repeated behaviour out of guilt. It is not the sudden realisation that they are lacking in the care of a young child or are bullying a family member that suddenly wills them to break their stupor. That is the stuff of Bollywood movies.</p>
<p>In reality, they mostly quit when they can no longer afford to purchase the substance of choice and when alternatives are impossible to source. They quit when their family members find courage to challenge them even in the house they have so often spoilt the atmosphere of. They quit when their family finds means to isolate them when they are disruptive. Or they quit when their children grow up and can no longer be pushed around.</p>
<p>Alternatively, they sometimes correct the error of their ways when their family stages an intervention. When all the irrationally shouted at children and the cruelly neglected partners band together and stand firm on enough being enough. But then that brings us to our tragic dilemma.</p>
<p>Who will intervene with the intervenors?</p>
<p>That surely is to ask for too much.</p>
<p>So then the only question left is: when will the children grow up?</p>

<p>Protesters who forced their way into the prime minister’s official Temple Trees residence in Colombo then attempted to storm the main two-story building on Tuesday where Rajapaksa was holed up with his immediate family.</p>

<p class="p1">The embattled 76-year-old leader was forced to resign on Monday after weeks of protests over the worst economic crisis the island nation is facing since its independence in 1948.</p>
<p data-inc="1">The resignation marked a sudden fall from grace for the patriarch of the all-powerful Rajapaksa clan that has dominated Sri Lankan politics for nearly 20 years.</p>
<p>Rajapaksa’s evacuation to an undisclosed location followed a day of violent protests in which at least five people, including a member of parliament, were killed and nearly 200 wounded.</p>
<p>The security official said police kept up a barrage of tear gas and fired warning shots in the air to hold back protesters at all three entrances to the colonial-era building, a key symbol of state power.</p>

<p>Elsewhere, dozens of properties linked to top Rajapaksa loyalists were torched and mobs attacked the controversial Rajapaksa museum in the family’s ancestral village in the island’s south, razing it to the ground, police said.</p>
<p data-inc="2">Two wax statues of the Rajapaksa parents were flattened.</p>
<p class="p1">The Rajapaksa clan’s hold on power has been shaken by months of blackouts and shortages in Sri Lanka.</p>
<p>The sudden surge in violence comes despite a curfew and a state of emergency that was imposed on Friday.</p>
<p>The emergency order from President Gotabaya Rajapaksa, the outgoing premier’s younger brother, gives sweeping powers to the military amid vocal demands for him to step down over the country’s deepening economic crisis.</p>
<p data-inc="3">Protesters and Sri Lankan religious leaders have blamed the former prime minister for instigating the family’s supporters to attack unarmed protesters on Monday and fuelling the violence.</p>
<p>“People are still not happy,” said Al Jazeera’s Minelle Fernandez from Colombo, referring to the prime minister’s resignation.</p>
<p>She said the protesters say “enough is enough” and want the Rajapaksas “to go home”.</p>
<p class="p1">“Obviously, the president is trying to look at all kinds of alternatives: an interim government, a national coalition, a unity government, because obviously there is still some time left on his term. But people seem to be digging in their heels and saying enough is enough,” she said.</p>

<h3 class="wysiwyg wysiwyg--all-content css-1ck9wyi"><strong>Curfew after deadly unrest</strong></h3>
<p class="p1">Sri Lankan authorities deployed thousands of troops and police on Tuesday to enforce a nationwide curfew.</p>
<p data-inc="4">Streets were calm on Tuesday in the commercial capital of Colombo following a day of deadly unrest.</p>
<p class="p1">“The situation is calmer now, though there are still reports of sporadic unrest,” said police spokesman Nihal Thalduwa.</p>
<p class="p1">No arrests have yet been made in the isolated incidents of violence, he said, adding that three of the five deaths had been from gunshot injuries.</p>
<p class="p1" data-inc="5">Authorities said the curfew will be lifted Wednesday morning, with government and private offices, as well as shops and schools, ordered to remain shut on Tuesday.</p>
<p class="p1">US Ambassador Julie Chung tweeted that Washington condemned “the violence against peaceful protestors” and called on the Sri Lankan “government to conduct a full investigation, including the arrest &amp; prosecution of anyone who incited violence”.</p>

										<content:encoded><![CDATA[<p class="css-38z03z">A special peace tribunal in Colombia has found that at least 6,402 people were murdered by the country’s army and falsely declared combat kills in order to boost statistics in the civil war with leftist rebel groups. That number is nearly three times higher than the figure previously admitted by the attorney general’s office.</p>
<p class="css-38z03z">The killings referred to in Colombia as the “false positives scandal”, took place between 2002 and 2008, when the government was waging war against the Revolutionary Armed Forces of Colombia (or Farc), a leftist guerrilla insurgency, which ultimately made peace with the government in 2016. Soldiers were rewarded for the manipulated kill statistics with perks, including time off and promotions.</p>
<p class="css-38z03z">Included in the 2016 deal was the creation of a special peace tribunal – known by its Spanish initials, JEP<em> – </em>to investigate and try crimes committed by all sides in the conflict. On Thursday, the JEP made public the preliminary results of its investigation into the “false positives” scandal, following the exhumation of mass graves across the country over the past two years.</p>
<p class="css-38z03z">A statement by the JEP confirmed that the investigation will continue, and will now focus on provinces in the country not yet prioritized in its probe.</p>
<p class="css-38z03z">Jackeline Castaño, whose brother was abducted and murdered by the military in 2008, felt that justice was closer to being served following Thursday’s announcement. While many rank-and-file soldiers have been sent to prison and dozens of senior officers have been fired, victims say that those who gave the orders still have not faced justice.</p>
<p class="css-38z03z">“We are grateful for the publication of the findings of the JEP’s investigations which show how widespread extrajudicial executions were during the period of [then-president] Álvaro Uribe, from 2002 to 2008,” said Castaño, who leads a victims’ group. “We hope that the truth will continue to come out.”</p>
<p class="css-38z03z">Movice, a collective of victims of crimes committed by the Colombian state, also welcomed the JEP’s findings. “The high figure of these crimes is not a surprise,” read a statement by the group, adding that it demonstrates “an internal policy” within the military “without any form of control or sanctions for those responsible”.</p>

										<content:encoded><![CDATA[<p style="text-align: left;">Three troops and three civilians died on Saturday when fighters from the Daesh-aligned ISWAP group attacked a base in Gubio, a town 80 kilometers (50 miles) from the regional capital Maiduguri, two sources said Sunday.</p>

<p>Three soldiers were killed &#8220;defending the base from ISWAP terrorists who wanted to overrun it&#8221;, the first source said.</p>
<p>&#8220;Three civilians were hit and killed in crossfire,&#8221; said the source, an officer who asked not to be identified for fear of punishment.</p>
<p>Two soldiers and six civilians were injured, he said.</p>
<p>The militants attacked the base in eight pickup trucks fitted with machine guns, leading to a two-hour long battle, said the second source, who gave the same toll.</p>
<p>The attack was repelled with the aid of a fighter jet which deployed two hours into the clashes, said the officer.</p>
<p>&#8220;The terrorists were pulverised and forced to withdraw. Eleven of them were killed and three of their vehicles were seized,&#8221; he said.</p>
<p>ISWAP ransacked the same base in May, killing three soldiers.</p>
<p>In a separate assault on Sunday, rival Takfiri Boko Haram terrorists killed two residents and burnt homes in an attack on the village of Ngwom, 14 kilometers (eight miles) from Maiduguri.</p>
<p>Gunmen in pickup trucks stormed the village in a pre-dawn attack, shooting dead two male residents before robbing women of jewelry and torching four houses, anti-Boko Haram militia leader Babakura Kolo said.</p>
<p>&#8220;A woman had one of her ears chopped off by the insurgents as punishment for resisting being robbed,&#8221; Kolo said.</p>
<p>The militants attempted to seize a nearby military base after the raid, but were rebuffed following a one-hour gunfight, Kolo and a military source said.</p>
<p>The decade-long insurgency in northeast Nigeria has killed over 27,000 people, displaced some two million and spilled over into neighboring countries.</p>
<p>The militants are notorious for stepping up attacks during the Eid season, prompting heightened security across the region.</p>
<p>ISWAP split from the Boko Haram faction headed by long-time leader Abubakar Shekau in 2016.</p>
<p>Since mid-2018 ISWAP has ramped up attacks on the military, while Shekau&#8217;s group tends to hit softer civilian targets.</p>
<p>On Saturday, several soldiers were also wounded when their vehicle hit a mine planted by ISWAP near the border with Niger, the military sources said.</p>
